I'm a firm believer that we've done enough investigating on responsibility for 9/11. The intel failures are documented, we did not prepare for the threat despite the escalating terror attacks during the 1990's. It was a failure on many levels, not just one agency, office or person. The salient fact is that 19-terrorists were responsible for 9/11 with finacial and spirtual guidance from some others.
That said, George Tenet is the guy who history will likely pin the events of that day on. Bill Clinton should be right up there with him and a a new report backs that up.:
• The CIA had intelligence "from credible sources in 2000 and 2001" that "included that allegation that [Khalid Sheikh Mohammed] was sending terrorists to the United States to engage in activities on behalf of Bin Ladin."
• The review found significant gaps in the analysis of intelligence. According to the report, the CIA never produced a "comprehensive strategic assessment" of al-Qaeda, nor had it prepared a "comprehensive report" on bin Laden since 1993.
• Despite reports that the Clinton administration wanted bin Laden killed, the inspector general says the government "did not provide clear direction or authorization for CIA
The CIA wasn't hip on releasing it either and I think Director Hayden makes good points:
In a statement, CIA Director Michael Hayden said the decision to release the report was not his choice or preference, but that he was making the report available as required by Congress in a law signed by President Bush earlier this month.
"I thought the release of this report would distract officers serving their country on the front lines of a global conflict," Hayden said. "It will, at a minimum, consume time and attention revisiting ground that is already well plowed."
