Bush will send 6,000 troops to the border to assist the Border Patrol, which will get new recruits.

A fortified fence will be built and new roads will be constructed.

Guest workers will get high-tech ID cards.

Existing workers will get amnesty lite.

That's the gist of the immigration plan. No concrete assurances from Vicente Fox to assist with the border issue.

In short, Bush tried to appeal to the base while maintaining the center and at first blush seems to have swung and missed badly.
